
Global Telecommunications and Broadcasting Law
Telecommunications technology convergence results in the interaction of communication and content. Traditional concerns of broadcasting (based on free speech) emerge for telecommunications service providers. In addition to the regulatory, contractual and competition aspects of telecommunications law the course looks at the problem of global telecommunications from the perspective of the fundamental right of access to information in the information society. The course will cover various national and regional models (US, Germany, EU, developing countries) of telecommunications, and broadcasting regulation and international regulatory regimes (International Telecommunication Union, WTO). Landline, cable, mobile, wireless, and satellite services, spectrum and orbit issues will be considered in light of special problems like access to satellite transponders, alternative calling procedures or internet telephony. Beyond practical business law, problems of international broadcasting/telecom network operations, emerging problems of national security, and privacy aspects of global telecommunications law will be covered.
